Office of the Director
The Office of the Director of Feeder Roads is responsible to the Sector Ministry through the Chief Director and provides technical and administrative leadership
for the effective discharge of the mandate and functions of the Department. The office advises the Sector Ministry on all issues concerning the development and maintenance of Feeder roads in the country.
Sections/Units of the Department : The structure above depicts five (5) main Sections i.e. Four (4) Technical Sections and One administrative support Section.The Technical Sections are:
The section is responsible for developing proposals, setting standards and providing benchmarks for feeder roads development in the country. It is also responsible for the survey, design and monitoring of improvement and major rehabilitation works on roads. It is also responsible for the development of major box culverts and bridges. The units are :
The Section provides technical leadership for all maintenance and Procurement activities for the Department. It also ensures a very good maintenance culture is adhered to by all stakeholders; as well as the provision of technical support on procurement and contract management processes for the Department. The units are:
The Section ensures the planning of road networks with consideration to environmental issues as well as the management of the Department's IT/GIS infrastructure. It also ensures the collection and collation of data; conduct of research and makes recommendations for planning road networks.The Section consists of the following units :
This section is responsible for managing the pre and post contract procedures of the Department. The section prepares and keeps all documentations regarding procurements
and facilitates the conduct of procurement audits in the department. It comprises two (2) units which are :
1. Procurement Unit : This unit is responsible for managing pre-contract procedures, processes and documentation and keeping pre-contract records.
2. Contract Administration Unit : This unit is responsible for managing post-contract procedures, documentation and keeping of post-contract records.
This Unit ensures proper financial management and administration at the Department. It also safeguards the interest of the Department in all financial transactions relating to revenue and expenditure. It conducts financial operations, compiles and implements budget controls, manages accounts and prepares financial reports for the Department. It is also responsible for the preparation of all financial records on projects and programmes for coordinators, managers and auditing.
This Unit ensures systematic, disciplined approach to evaluate and improve effectiveness of risk management, control and the administrative processes at the Department to add value and improve its operations.
This section manages and maintains DFR's IT systems , equipment and infrastructure.The sub-Section develops IT strategies and framework, manages outsourced services, develops capacity of staff, prepare and updates standards procedures, controls and reporting requirements for the management and utilization of DFR's IT systems.
